Many areas now have cycle lanes provided for the users of pedal bikes. Pedal bike users do not pay road tax, or indeed have to pay for road insurance. Is this right?

I think that they should pay insurance at the very least. If you a car driver knock into a bike, then you would have to pay for damage etc, but a bike user could scratch or damage a car, and they would not be liable to pay. Yes, the police may be called and they could be charged, but if they did not have the money to pay for the damage, the owner of the car would have to pay...

That is an interesting point.  When we lived in Holland, we were advised to take out a sort of "public liability" insurance to cover us in case we "contributed" towards an accident in public.  I dont recall this being a standard part of the UK insurance system.

Personally I would be in favour of some sort of nominal road tax for bikes, with exemptions for children under the age of 16, but realistically this could cost an awful lot to administer and would more serve as "making a point" rather than raising revenue.

I believe that there has been pressure for the UK to introduce "never the cyclists fault" laws.  Again, based on my experience in Holland, the law over there says (I believe) that whenever a bike is involved in a road accident with another non-bike vehicle, then it can never be the cyclists fault.  I must admit that whilst I can see the point of positively promoting cycling, and therefore the need for laws to positively discriminate, it does seem rather bizarre.

Certainly in Amsterdam, I would not believe that 100% of the accidents involve blameless cyclists!

My instinct on such a law however would be to resist it. When it comes to apportioning "blame" it just doesnt feel right to have a law potentially overriding the facts of any particular incident.

I am not sure what goes on in Germany, but the cycles, have almost the same rights as the motor car user. But I think that the least a cycle user should have is some sort of public liablity insurance. After all if you image a person on a cycle, getting onto the motorway, then causing a multiple pile up, they should have some form of insurance to cover the liability.

Plus, if they want to use the roads, why not have some form of cycle tax??? after all you have to pay some 25.00 to own and use a fishing rod!!

I've always thought it was a wonderfully British thing to have such licenses - makes me think of an army of "dog detector vans" patrolling the streets looking for "illegal" hounds...

from memory when we did have to get a dog license I think it cost something like 27p

Howabout extending the definition of dog - might prevent unlicensed slappers from hanging around pubs and clubs at a weekend!

As regards the original question; yes I think they should pay.

And I regularly cycle myself, my thinking is that if we paid tax or something the car drivers who seem to want to drive you off the road may have a little more respect if they know we are paying to be on the road too....

We still have to have a dog license and it should be on a tag around it`s neck....my mum`s dog can`t lift it`s head....she has it`s license,it`s name tag....which is a big bone with name,address and phone number,and also a stupid bell thing in the shape of a dog biscuit....

I reckon everyone needs to be insured against everyting nowadays, like the public liability mentioned earlier. Surely it won't be long before everyone is suing everyone else for some petty thing or another.
As for cyclists in particular, its more than just bad motorists they need be wary of. The latest craze I've heard a couple of cases of near here are drive by stonings, knocking cyclists off their bikes.....then getting a abeating, all in the name of fun.
